onMouseOver and onMouseOut are event handlers that are triggered when the mouse moves over the link and then when it moves out from the link again. The most common use for these event handlers are rollover images, but you put any kind of program in them you want.

So, for example, this code displays an alert box when the mouse moves over the link:

this code produces this
<A 
HREF="omoexample.html"
onMouseOver="alert('my alert box')">my page</A>
my page

This code displays an alert box when the mouse moves out from the link:

this code produces this
<A 
HREF="omoexample.html"
onMouseOut="alert('my alert box')">my page</A>
my page
